Question 1.
It is stated on the Conulsate Canada in Buffalo website that:
"If you have been LAWFULLY ADMITTED to Canada, U.S. or Bermuda for a
period of one year and are currently residening there, you may apply
in Buffalo."
Does "LAWFULLY ADMITTED" mean you have LIVED THERE (for 1 yr) or you
have been authorized for a stay for 1 year at least?
I am considering applying for study in Canada AND "immigration to
Canada as a skilled worker" at about the same time. After I enter
Canada on a study permit, do I have to live for at least a year before I can apply for Canada PR via Buffalo office? Or As long as my authorized stay is more than 1 year, I can start PR right away?

Dual intent
If I apply for Canada PR before I apply for a Canada study
permit/temporary resident visa (TRV), will I have difficulty getting a
TRV?
Although Section 22 of Bill C-11 clarifies that persons applying for
PR may still come to Canada as Temporary resdient while applicaitons
are in process, what is the likelihood of getting a TRV according to
current practice?
