can I apply I140/ 485 concurrently ?

Hello Friends,
I am out of touch with the current state of affairs.Need some help from you all to get me up to speed
If a pre-approved labor (EB3 / VSC) has a PD of Dec 2002, can I apply for I140 and 485 right away concurrently OR do I have to just apply for I140 and apply I1485 later ? My country of Citizenship is India.

You can't file I485 since you are from my country where the PD is retrogressed. But it won't let you bar from filing the I140. Anything else, if you have done little homework and could go thru this forum, you could have that idea, but since you seem lazy to surf around, thats all the fate you have at this time. :D
