Can I Apply I-140 & I-485 concurrently?

Can I apply I-140 and I-485 concurrently with my new employer who has processed my labor and got approved. Still I haven't joined the new employer. Can my new employer apply for I-140 & I-485 right now and transfer my H1 immediately after getting the receipt. I am not aware of this process, can anyone help me in understanding this process.
