Can I apply for I140 directly with a substitiute Labor Cert previously approved

guys,
One of my friends who has a consulting company tells me that he has a few previously approved labor certifications and he will be able to file for I140 directly thru substitution thus avoiding a lengthy labor cert process. Is this really possible? He tells me he has around 12 to 15 labor certifications that he can spare. His deal is good now that DOL is making a big fuss about LC process.I\'m really not sure of LC substitution is legally allowed.
 
I agree, it is possible

You have to be sure that you met ALL of the qualifications for the job that were stated on the LC when the LC was filed. Otherwise the I-140 will be denied. Be careful, this can get a bit tricky.
