Can I apply for GC on E3 Visa- Still unclear

Hello,
Can I apply for GC on E3 Visa. It is still unclear to me.

1. At present i have an Indian Passport and in US on H1B.
2. I will be getting my Australian Passport in the next 2 years.
3. I am leaving US to go to Australia to get my Aus passport.
4. After getting my Australian Passport I want to come back to US on E3

My Question is can I apply for GC when i am on E3 Visa.?
Also the GC takes some time so can the E3 be renewed within US or do I need to leave US after every 2 yrs as E3 is only for 2 years.

PLEASE ADVICE.
 
The regulations are very unclear for this as while technically the E3 is not a dual intent visa (where the H1B is), it also states that an application pending for permanent status does not automatically disqualify renewal or application of an e3 visa.
Really all you can by is the test cases and a few people have successfully got their green cards on E3 status.
