Can I apply for Counsalr processing after 1.5 yrs of 485 ?

I have applied for I-485 in 9/20/2002 and last month my case got transferred to Philadelphia.
I know, Philadelphia will take atleast an year to process my case now.
So, can I apply for Consular processing at this stage.
Already renewed my EAD in Nov'03.
Applied for 2nd AP.

Pl. share your experiences.
