My total H status completes with Dec'06. This oct'05 I got a job also.I got my new H1 visa this year ...
1)In the H1 approval papers it shows valid for this oct'05 to dec'08. But my H status completes by dec'06. Now ignoring the extended timeline I got. Can I apply for GC now.
2)Do I have enough time??
3)Is it true that it takes 3 mos for some stuff(giving ads in papers etc) to do before reallly applying for GC??

Unfortunately it does take time, but do not be discouraged, go ahead and apply...start with ads, get the SWA prevailing wage determination in the mean time, and also put one ad with SWA for 30 days, do internal posting. Wait for 30 days after the 30 days are over with SWA before filling PERM. There is hope with the new bill comming up...plus PERM is taking 3 weeks to approval these days, I-140 turn around is 1 month for EB2, EB3 is also picking up. In 2006 they promise to complete any USCIS application in 6 months. Who knows before Dec you might have I-140 approval that gives you 3 years of H1 extensions. Find a good employer and start ASAP.

Plus if the new bill is enacted you can apply I-140 and I-485 at the same time you can actually get EAD. Considering the +ve sign of immigration, you will be better off by Dec. Atleast you would have made an honest effort.

What PERM statistic are you looking at?
On average PERM takes more than the 21 days you referred to. A few lucky ones got PERM in a couple of days, however there are several applicants waiting 100+ days now.

plus PERM is taking 3 weeks to approval these days

Not with traditional way to extended visa with PERM priority date.

You can apply for PERM and then apply for I140 and hope to have the PERM+I140 approved before Dec 06. It is possible Don't worry so much.
The sooner you act, the higher chance you get. But there is no promise.

Yes. Minimum 2 months, but you might bet for 3 months due to some preparation.

I have to atleast wait for 2 moths for other stuff (ads in papers etc) and then really apply for PERM....by then december will lapse...though I can apply for PERM in Dec ..will I be in on the safe side (means 365 day period will be lost..if I pass december)
Can I not apply after one month from now?? Do the pre-process stuff ( 2 months) definitely have to be done completely for applying for PERM??
