I am married to a US citizen and have been a permanent resident since October 20, 2007. I am wondering whether I can apply for US citizenship 90 days prior to completing my three years requirement or only after October 20, 2010. Please help.
Thanks in advance.

Yes you can apply 90 days ahead of completing 3 years. Look at your GC and note the PR since date. It is safe to apply 85 days ahead as sometimes USCIS commits mistake calculating dates.

The 90 days rule does apply to the 3 year marriage based cases, but it concerns ONLY the continuous residency requirement. All other requirements must be satisfied on the date of the application.
In particular, on the date you apply for N-400, you must be married to a U.S. citizen spouse for at least 3 full years (and the spouse must be a U.S. citizen for the full three years). Many people mistakenly believe that they can apply 90 days before the 3d anniversary of marriage, and have their applications denied because of filing too early. Similarly, if your spouse got naturalized and you have been married for over three years, you must still wait for full 3 years (NOT 3 years minus 90 days) since the date of the spouse' naturalization before an N-400, based on the 3 year rule, may be submitted.
