Can H-4 Visa holder transfer to J-1 Visa?

My husband is here in the United States under H-4 visa. He wants to apply a post doctoral position at UCLA medical school. However, UCLA Medical is only accept J-1 Visa holder. Can he change his status to J-1 Visa in California, without going back to China?
