Can greencard holders WITHOUT passports travel between US and Caribbean after 1/1/07?

My question is regarding this new regulatiion taking effect on 1/1/07:


"New Requirements for Travelers
Under the Western Hemisphere Travel Initiative (WHTI)"

Can greencard holders WITHOUT passports travel between
US and Caribbean after 1/1/07? I'm referring to those US-
greencard holders whose home country refuse to issue or
renew their passports...

From the article, it states that if you travel to Carribean by Air, you WILL need a valid passport and this will be implemented by Jan 8th, 2007.

However, if you are travelling to Carribean by land or sea, you may be required to have a valid passport and other forms of documentation and this will be implemented by Jan 1st, 2008.

Thus, to answer your question, it looks like just having a Green Card will not be sufficient (if travelling by Air).
 
That person can apply I131 travel document, or refugee travel document and use that as a passport instead. Most countries in europe and caribbean will accept that as a passport, and that person will be able to return to the US.
BTW the start of the passport requirement has been postponed by one week to January 8th 2007.

You need to check with the Dominican Republic embassy in the States whether they require a visa to Indian passport holders or not. It does not matter whether you have a green card or not. They don't care about that, they look at the country of your passport.

I need to get a visa to go there. You have to send them your passport and etc. They are not fast, so you need to follow up. Make sure you send them a copy of your plane tickets, reservations,etc, so they are aware of your travel dates.
