Can GC holder claim Unemployment Benefits

Hi,

Can a Conditional Green-Card holder (Marriage based GC) claim Unemployment benefits from Dept. of Labor, NJ.

Does this affect his Final GC process and also US Citizenship process.

If Conditional GC is stamped in Passport in Jan. 2003, when does he become eligible to become US Citizen - in 2006 or 2008.
