Can first time H4 applicant apply at canada US consulate ?

Hi All,

For a first time H4 applicant, can she apply at an US consulate in canada ?

I am originally from india and this is for my wife. Can she come to canada on some tourist visa and then apply for H4 stamping at some US consulate in canada ?
