Yes, you can, but only after you apply for I-485 . Im not sure if you know this already... Your sister files I-130 for you and waits for a immigrant visa number to be issued and PD to become current. You fall under fourth preference category for family based applicants and it takes around 10-12 years for such cases to get approved before you can apply for I-485 and EAD/AP.
