Can employer deny giving Employment letter

Guys,
I got laid off in Sep 2002 after completing 180 days, joined another company on hourly basis. When I joined this company on hourly basis I took an employment letter (just to be at the safe side) from the person who actually placed me on project.
Now that person is no longer with the company, so will it be a problem for company to give me employment letter in case of RFE.

For Employment letter RFE is that necessary to be a permanent employee of a company, coz most of the companies where person works on hourly basis there is no concept of permanent employment, as long as you are making money for them they are happy once you are out of project you are at own
