can EAD for L2 be applied while in India only

Hello folks,

My sister is planning to come over here on an L2 in another 2 months; and is in India currently. Her husband is already here on L1A. I had 2 questions reg that...

1. Can she apply for her EAD while she is in India only ? Or does she necessarily have to be in the US at the time of applying for EAD ?

2. Can she come over here now; apply for EAD ; and immediately go back to India for 2 months ?

Any help is greatly appreciated.
