Can EAD be applied by spouse alone?

We planed to apply EAD only for spouse because the primary applicant has valid H1-B until 2003. But HR said " Your spouse can only get an EAD If you get an EAD bc you are the primary person on the Green Card petition." Is it true?

Yes, your wife can apply alone

Yes, your wife can apply alone. You do not have to apply with her.
