Can derivative applicant enter USA prior to primary applicant!

Can a successful derivative CP applicant enter USA prior to successful primary CP applicant?

OR

Is there a rule / law which requires derivative applicant to re-enter USA along with or after primary applicant has entered usa?

As afr as I know, there is a specific immigration rule denoting that After CP, dependent/derivative applicants can enter the US only after OR along with the Principal applicant.
