Can case be approved with expired FP?

There are several cases from Rupnet that cases were approved,but ther FPs were done in 2002. And 2nd FP was listed as n/a. Given that the FP is only valid for 15 months, their FP was defintely expired at the time of approval. Is that possible, or they just did not put in the 2nd FP information. Any body can clarify this? Thanks.
 
If you look at the 2nd FP dates of various filers, they are not exactly 15 months after the first FP. (very few exceptions are there though)

As per my calculations it varies between 16 to 19 months after the first FP.
Though the FBI sends back the results promptly to USCIS they do not enter the information into their system immediately.
It is that day when they enter the data into their system, that the 15 months clock starts.
 
Only a 2nd FP notice from USCIS puts an end to this.
The best one could do is make educated guesses.

Are you saying that even if we did our fingerprints last February, these are not actually expired because, the clock hasn't started ticking yet. It will start counting 15 months once USCIS will enter them into their system and update the message?
My understanding is that USCIS receive the th results, and either add "marry" them with the files or not. Once the officer arrives to ones case, he she reviews, and sees whether 15 months have passed since FP1.
I agree, a FP2 notice puts an end to it, and the range of 16-19 months sounds reasonable.
