Can anyone explain the retrogression?

I have heard about retrogression, but I do not understand it well. Can someone explain this in simple terms, and what it means for all of us. I have heard about possibly retrogression for EB-2 category to start in Sep 05. I suspect this is not good, but do not understand how bad it can be.
