A lot discusses about laid-off within 180 days. Can anybody tell what can be done if laid-off after 180 days and if couldn\'t find another job--as most of you knows, job-market is so worse now.

Go work in any odd job. Look for somebody who has a company to give you an employment letter for future employment. When you get the GC you just have to join his company for one day and then you are all set.
