Is there any rules that after win a DV lottery no educational documents such as Admit card , registration card, mark sheet & certificate will not be rectify before face the Visa interview? Though he has proper EVEDANCE TO RECTIFY?

One of my friend Win a DV-2007 lottery from Bangladesh. His problem is in his B.COM
Registration card his name is MOHAMMED RAJIB AHMED & FATHER NAME:
MOHAMMED RAQUIB AHMEB BUT IT SHOOULD BE RAJIB AHMED &
MD.RAQUIB AHMED. Except this all of his remaining educational documents are ok.

He also contract a reputed immigration lawyer , his opinion is he need to prove that he is the person who win a DV lottery & He is master degree holder. Though Embassy need only H.S.C Pass. His entire document is ok except the B.COM regi card so consular understand his Problem so no need to rectify the document.

He can rectify his document any time from his university but he want to know Is there any rules that after win a DV lottery no educational documents will not be rectify before face the Visa interview?
 
because the only reason he qualifies for Immigrant visa is winning the DV lottery, officers are extremely reluctant to give a favorable answer when it comes to information they recieve from applicants in order to prevent fraud. let your friend's lawyer try to fix it. hopefully he can prove that the both names are the same person who won the DV.

As per your advise I informed my friend to rectify the ragestration card from his University as soon as possible.
