Can an Adopted child (who becomes USC) sponsor parents for GC?

Hi folks. I have a Q for you.

My wife was adopted as a small child and her adopted parents are the only parents she remembers. Soon (we hope) she will become a USC.

If she were to sponsor her parents for immigration, would they even be considered her parents? I notice some forms say something like "blood relative".

Has anybody heard of results in a case like this?

Once she is a citizen, she can file a petition for her adoptive parents. Read paragraph 7.I.-Adoptive Parent or adopted child in the Istructions for I-130;
