Can a withdrawn application be revived ?

In 2007, we filed for an I-130 for my parents in the Family Based US Green Card category. We got an approval notice and the next step was going to be to get a visa number.

My parents (in India) received notification from USCIS that they had to fill out some paperwork to go ahead. This is when we withdrew the petition (because they did not want to go ahead with it at the time).

We would now like to revive this application. Is there a way we can revive it and start directly from the Visa Number request stage ? Or do we have to file a fresh I-130 ?

You will have to file a new I-130. Even if you could revived it, you'll ended up paying the same fee or more. Filing a new I-130 will only add few more month of wait time.
