Can a US citizen adopt you if your not blood/family related?

I know quiet a few people in America, because of the hobby im into ( Real Estate ) I happen to know quiet a few rich people over there.

However since Real estate investing isn't a ' Career ' I'm finding it very difficult to move to the US.

Despite all my money I can't seem to go over there, so it got me thinking, Can a US citizen adopt or legally take care of someone ' over the age of 21 '.

Is there some sort of option for rich people wanting to move to the USA?

Why cant an American Citizen agree to adopt or take care of you or something.
