Can a LLC (Limited Liability Company) file I-140?

Hi,

Can a Limited Liability Company (LLC) file for Labor and I-140 for a potential employee even if hasn't started any business so far? In other words, what kind of employers may file for immigration for potential employees?

If they are able to get labor certification.. I think they can file for 140. Our company is LLC and we filed for our 140.
