Can a Canadian PR apply for a GC in the USA?

Hi all,

I am a US citizens and me and my wife will be having our Canadian PR soon. Question: Can I apply Green Card for her (I-130) given her Canadian PR status? Will there be any issue during the consular processing/interview in Montreal?
