Can a 13 yr old boy apply for his parents !!!

I have a question. Anybody has any idea if a 13 yr old boy (US citizen) can apply for his parents? The boy is not fully normal but not completely retarted.
Is there any special consideration for him to apply for his parent's due to the fact he can't live in US by himself ? If any body has any knowledge on this matter please share your thoughts.
