Calling to talk to an IIO

Could any of the gurus here can give any tips regarding Calling the INS and talking to an IIO? In this whole GC process I could not able to talk to an IIO single time. I tried calling them in the morning, afternoon, evening etc but without any success...I also tried continuously for more than an hour using redial. Nothing seems to work. Everytime I try I get an engaged tone which frustrates me....Any help will be appreciated...Thanks :(

It's all based on your luck, I had a lucky day and it's getting through on my first try, it's amazing, right?
 
I normally always get through within the first 10 tries. The key here is press the redial button as fast as you can. I have called atleast 5 times.
 
Thanks Kia and GeeCeeSaga for the reply.. Will try your technique today and see whether i can talk to an IIO
