This calling came out of some people that THINK they know everything. dangerous thing and began calling their SC in panic. It is not required. Whether they have the right address or not is their PROBLEM. I just mailed AR-11 and kept the RECEIPTS. Never called..never will.
These are the things that throw us out. Anything USCIS decides to do, nobody qestions that and people run miles to ACCOMODATE USCIS. The same stands for 2nd FP and so on. We should start QUESTIONING all these things instead of accomodating them.

Yes, AR-11 needs to be mailed to the correct address. But, the service center also NEEDS to be notified because your change in address is a change in the application that you have submitted. By law, the USPS is NOT supposed to "forward" any INS mailing to your new address and are supposed to return it. But, USPS, by error (please note) forwards them to your new address!!! But, this error on the USPS's part can not be relied upon.
Think about the running around that you need to do to get the communication back from INS once it has gone into that black hole! That, to me, is too high a price to pay. Calling in the change of address, to the service center or NSC, is not a sure-fire thing! Even sending a letter isn't! But, that is the best CYA (cover your a$$) that you could do and it is NOT being over-cautious!
Coming to your concern about us "accommodating" (?!?!) USCIS, just one thing comes to mind ... "beggars can not be choosers"! It looks like INS (or at least it behaves that way) has been given a blank cheque to behave as it pleases and you can petition the lawmakers and attempt to change its behaviour. But, you can not question it, directly, on every step when you are in the process.
Whether the stone falls on the glass or the glass falls on the stone, it is the glass that breaks!
