California Service center - OPT approval

Hi,

I would like to know how long does it take to get the EAD/OPT from california service center.

Also, if there is a delay in getting my EAD then I can get the temporary EAD from my school. Can anyone let me know, how many days is considered as "delay" so that my school issue the temporary EAD?.
