Calculation for 6 years

I was in USA from from March 98 to Aug 2000 on H1B... I was in India from Sep2000 to Jul2001. I came back to USA in JUL 2001 on L1A and have been staying here since then.
How long would I be eligible to stay in USA further.

Was in US from May, 1998 till Nov, 2003. 6 yrs going to expire in May, 2004.

Is one year calculated from the day H1 cancelled/expired or the day you have left USA?

Can I apply for a new H1B after Nov, 2004 or will I have to wait till May 2005?
