C1, I-94 not submitted when leaving, what impact?

Hi, My friends got C1 visa for a transfer in US. He just stoped for a couple of hours. But he didn\'t know he should turn in the I-94 card.
This hapened quite a long time ago and he just realized it. Can someone tell me what the impact is and how he should do? Thanks!
