How long will this re-organization take and will this affect I485 process?

Most of the immigration is controlled by Congress. Reorg will therefore need approval from Congress. Assuming the congress has Republican majority it may take about a year to pass the bill. Another 6 months to a year before complete transition.

However, pro-immigration lobby thinks this is not all that good. But that all depends on how well the new services org. will be funded. Right now it is said that most of the fees that applicants pay goes to the enforcement. The question, the pro-immigration lobby says, is whether Congress and President budget enough money and resources so that the services org. functions at a very good efficiency.

An example of functioning delays is the following:
Mandating a 6 month or 12 month maximum time for review, does not mean anything because INS (like other federal agencies such as FAD) can send out RE at the end of the period to meet their commitment of 6/12 month review. After that they are no longer bound by time limit for that case.
    
Similarly, splitting INS may not amount to anything.
