Buffalo (Peace Bridge) - does not require you to enter the US? Can return to Canada

Hi -
I am currently on a TN but in the process of switching jobs and my immigration lawyer is recommending that I go to Buffalo Peace Bridge to apply for the new TN. Reason being that they think this POE has "higher success rate" with "aggressive applications like mine". I like in LA so my preference was to fly to Vancouver airport to apply.

Regardless of what I personally think on this assessment, I am going to do what the lawyer says so if it gets denied at least it's not my fault. His suggestion is that I fly to Toronto, then drive to Buffalo Peace Bridge to apply.

Question: He is saying that Peace Bridge does not require you to enter the US upon applying, and that I could return to Toronto after and fly back to LA from there. Is this true? My understanding was that you should be ready to enter the US when you are applying. Are there special exceptions at this POE?

Would appreciate it if anyone has had experience with this.

No, you need to enter the US when you apply for TN status at any POE.
But it is not a big deal, if you are successful in obtaining your second TN, you just turn around and enter Canada again, then fly out of Toronto.
(keep your original TN)
You could also apply by mail with I-129, with premium processing. (but I understand your original TN will be cancelled, if the new TN is approved)
 
POE does not matter if you have a strong petition.
Even if you fly to Vancouver, You can drive down to the border, get the visa and drive back to Vancouver, Canada.

You can also get the TN from San Ysidro, CA (Mexico Border).
