Brother sponsorship, Immigrant visa

My parents appear at the Consulate office in Islamabad Pakistan today for their immigrant visa sponsored by my uncle (my dad's brother) who is of course a US citizen and living in the US (not to mention the application was made around 13 years ago). Everything seemed to go well. However the officer did not issue the visa. He said that my parents would be getting a letter from them in the next 45 days and that my dad needs to bring that letter with him in again. My mom does not have to come with him.

Does anybody know what kind of letter the guy was talking about? Is this a normal process? Is their any inquiry to be done here? Since they already go through a lot of processing here in the U.S. one year prior to actually getting to the point when they could appear for the interview, I wonder what kind of inquiries that might still be remaining?

Any help would be appreciated.
