Brother Filing for Sister

My uncle filed for his sister in April 2001 and two months ago she got a letter stating that the I-130 was approved. However, last night, she recieved a letter from the National Visa Center stating that no visa number is available at this time.

(1) How long will it be before she gets a visa number.
(2) Does she need to wait until she recieves the Visa Number before filing other papers.

Check the monthly bulletin. Generally, the wait is quite long and she may not enter the US unless she has and maintains her own legal status.
