My mother's visitor visa has been rejected 4 times. I130 applied.
Can an attorney help to bring my mother by producing doc's certificate foi myself.

what do you mean by I130 applied, for yourself or for her?, cos if an immigrant visa petition has ever been filed on her behalf, she will not be granted a visitors visa.

Getting a non-immigrant visa approved after demonstrating intent to immigrate is very difficult (I wont use the word impossible though).

A certified doctor is the only one who can write and said your health condition. No attorney can produce a health document as a doctor, then that is called fraud. And if it's a good attorney and remember that he can loose his license then he knows that is illegal to do that.

If you already applied for your mother, then you should wait until her I-130 is approved. Since you are a US citizen, then you must wait until all the process is done, after the I-130 approval, then the packages are sent to her and you will be advice. The entire process can take up to 8 months but a little bit longer depending on the consulate.

The rejection of a visa can be for many factors.

For her. I130 filed but not approved yet.

What if I feel ILL....can I show that and get her a visa

Just to feel ill does not mean that she will get a visa. There are many kind of illness anyway and in that case if she wants to visit you how you will provide that you are able to support her? She is the intent immigrant (for visa issues every single person who apply for a non immigrant visa is consider an intent immigrant) and the one who must demostrate that she was not pretend to stay in the US.

You must wait for the process until she get her immigrant visa. She can continue applying but if she already had a I-130 in her behalf is very difficult that she will be able to overcome the "immigrant intent" to stay.
