September and Anticipated Slow-Down of Processing by Service Centers
September is the last month of U.S. government Fiscal Year. However, as the INS has already warned, there will be a major internal audit which is scheduled to be undertaken in September and processing of cases will be practically at halt. On top of that, we have a long Labor Day holiday. People should be prepared for the slow-downs.
However, two important things are expected to happen during this period: First, the labor certification RIR conversion regulation may be finalized and released in September. The comment period for the proposed regulation expires on August 25, 2000. Secondly, the Congress will return from the recess and hopefully pass some of the immigration legislations, including H-1B, 245(i), Religious Worker Special Immigration, Visa Waiver Pilot Program.
