Very good news for EB Indians, Chinese, and Philippinos: No retrogression. Moved forward!!
Despite of the earlier prediction of DOS that the priority date would move backward for India, China, and Philippines before the end of FY 2000 (September 2000), priority dates moved forward substantially in most of the categories. One time there was a rumor that India date would move backward in September, making Indian professionals nervous.
The explanation of DOS for the situation is as follows: "The FY-2000 annual numberical limit had been increased by over 68,500 numbers. As a result, the cut-off date movement in several immigrant categories for August and September has been greater than might ordinarily be expected. The amount of demand being generated by these movements may require the retrogression of some family preference cut-off dates during Fy-2001 so that allocations will stay within the annual numerical limits.
