Boston Ins Office Question

Hi,

Does the Boston INS office process I-551 and I-89 (Passport Stamping) forms after 12:00 Noon?

A stupid question: Can we get the stamp with the I-485 receipt before receiving the approval notice in the mail? In fact, even if I have the original approval notice, INS still have to punch in the number and verify it in the computer.
