Born in USA, 10 month old, OCI eligible?

My daughter is 10 month old, citizen of USA, by birth. She has never crossed border (just received her US passport).
Can I apply for her OCI card? I am a citizen of India by birth, as well as my wife.

No - you cannot apply for OCI card since you still hold Indian Passport.

You can apply for PIO card for your daughter however.
