Birth Certs for parents

Hi,

I am a USC and would like to sponsor my parents for GC. I have read that I would need birth certificates for my parents apart from my birth certificate for I130/485. My Dad is unable to get a birth certificate issued. What are the alternatives instead of his birth certificate? I have read that we would need a non-obtainable certificate and 2 affidavits from relatives. Could someone please reply back with details please?

Thanks in advance,

You have to first determine when the record system was established in your country. If your dad was born before birth and death records became a mandatory regulation, then there is no point in getting a NON-AVAILABLITY certificate as there wont be any records around the time he was born. In this situation, he needs to get notarized affidavits from people who were atleast 10 years old when he was born and have first hand knowledge of his birth.

Look here to see a list of all countries and how they deal with birth and death records... http://travel.state.gov/visa/reciprocity/index.htm
This would give you an idea if your country would be able to issue a non-availability birth certificate or not.
