Do it yourself, then take it to notarary and sign a letter than say you know both languages and you did it. There are many threads here about that. REad on.

If you have a friend or family member who is fluent (conversant) in both English and Gujarati, you can have them certify the translation.

I agree with what is said here. After either you or someone you know translata it, take it to the bank and they'll notarize it for you for free. You don't need to pay any money to get it translated.

I tried searching and could not find anywhere saying it has to be notarized.
Notarizing makes sense only in the case when the person notarizing is fluent in both languages otherwise he/she will not be able to state that this is true and accurate translation.
I think if the Transalator should certifies (at the bottom on translated document) with title - Translator's Certification - certifying that he/she is fluent in both languages and this is true and accurate translation from ____ to English language of the document entitled ' ____'.
Translator's signature, name, address (including contact # if any) and date.

Yes I agree. I think nothing in the Green Card application needs to be notatrized.
