birth certificate RFE

My colleague had submmited a self-declared affidavit with his I-485 application stating that his original birth certificate was lost, and now received an RFE requesting for evidence of parentage and birth. It so happens that he may now be able to obtain a certified true copy from his local government birth registry in India. Should he try to obtain and submit this (despite the fact that he had declared that the original was lost) or should he simply submit an affidavt from his paents declaring his birth and still maintain that the original birth certificate is still lost (which it is, but he can now get a certfified true copy). For the gurus out there, please advice which is better.

I have a question regarding submitting Birth Certificate for 485. I currently have only a photocopy of it. Does it suffice or do I need the original to submit to INS? Please advise.
