Birth certificate RFE for parent

Hello friends -I have applied for my parent's green card. I had supplied affidavits for my parent's birth certificate during my I-130/485 filing (it was filed simultaneously). Today I received a RFE where they are asking for original birth certificates or non availability certificate from the authorities or affidavits. Since I had already submitted the affidavits, I am confused why are they asking it again or do I absolutely need the letter from the municipality? Has anyone recd. such RFE and what was the outcome?

I received a similar RFE for my father too. I spoke to the agents at NVC, and they do require the non-availability certificate from the registrar's office where your parents were born (if the original birth certificate cannot be obtained).

You need 2 things for each parent, if birth certificate is not available.

(1) non-availability certificate from place he/she was born. On village/town letter head, they will mention like that. We have no birth record for Mr./Mrs. ABC XYZ Son/daughter of PQR (full name). and officer's signature and stamp.

(2) Affidavit by 2 elder people(relative/friends/neighbor) about birth confirmation of your father or mother. In this affidavit, these 2 elder people will mention their age, birthdate, current residence address, and relationship with your father and/or mother and fact about your father or mother's birth date and place. Both of these elder people can sign in single affidavit.

In case of marriage certificate missing/or not registered.

Go to goverment agency and register the marriage. Best things.

Otherwise, you need 2 people's affadavit, who attended your parent's marriage. Both of these people can sign in single affidavit.

Could you please check the contents of zip file again? There is only one file in there and there is no extension for that file. Therefore, I am not sure what program to open it with.
 
Thanks for sharing the thoughts. I have received a non-availability certificate fro mthe municipality. Also, I have a school leaving certificate. I guess that is waht they mean by any secondary evidence. Of course, they need to be translated.

My question is:

- Do I need to send the originals along with the translations or photocopy fo the certificate is ok (with the translation)?

I am in the same situation. I saw your Birth certificate. this worked for you?

How easy to get the certificate from the government? who should I contact?
