Birth certificate question

My apologies for posting this question in the wrong forum but the family forum doesnt has many visitors... So I thought I will try my luck here..

I am an USC and wish to apply GC for my mother.. She is 55 yrs old . Her brith certificate is not available.

I got a non-availability certificate from the local municipality office from her birth place and 1 affidavit from her older brother..

She doesnt have any more relatives and my father passed away few yrs back...


a) Do I really need 2 affidavits along with the non-availability certificate ?
b) If I have only 1 affidavit available, where can I get the second affidavit from ?

Your responses will be really appreciated...

I think any other person, not neccessarily her relative can get a notarized affidavit that he/she has known her for so many (XX) years and her date of birth is ________.

That should be Ok
 
I agree with karns. You can get the affadavits from either distance relatives or neighbors who are elder to your mother. I think thar all that matters to INS is receiving two affadavits :p . For sample affadavits and more details, you can see www.immihelp.com .

Thanks for your replies.
I spoke to a level 2 officer who surprisingly was very pleasent and open to talk to and very informative too.

He said 2 affidavits are required. In this case it can be from any person elder to my mother in the family etc..

He asked me to go ahead and file for the 485 and in the meantime arrange for the second affidavit from India. Its very much possible they may overlook it .
Even if they send an RFE, I can reply then...
