I don't understood why so much confused on this issue. Please see my previous reply, it was clear enough.
Anyhow, see the following:
i) First of all, you already had birth certificate, so you can submit that certificate to INS. No need to get new one.
OR
ii) If you already had birth certificate, still you want to submit certificate issued in this year, so you can request copy of the birth certifcate from office where certificate was issued before.
I mean, If your birth was already registered, so you ask copy of the cerficate at any time evern though after 30 years of your birth.
(Example: If you completed your graduation in 1993, still you can get your degree certificate today. In this scenario, on your certificate issue date will be May 23, 2006. But your completion of degree will be 1993.)
See my reply under option A, It was clear. If your birth year is 1976, then you need to get birth certificate saying that your date of birth was MM-DD-1976 as per birth records of 1976-77. It's oK to have date of issue is some time in 2006.
Additionally you can submit affidivates from your parent/relatives. Also submit school certificate showing your DOB.
Note: YES, INS will accept birth certificate issued on this year.
OR
iii) If yor never had birth certificate and your birth never registered after your birth. In this scenario, getting new birth certificate is not possible. So, please follow option B in my previous reply.
