Birth Certificate not available!!!

Based on the information posted on Instructions of I-485 & I-130, If Birth Certificate is not available, then you can submit secondary evidence like church record, school leaving certificate , or affidavits if parent/relatives.

My mom doesn’t have birth certificate, but she does have school leaving certificate showing her date and place of birth and her full name.

Doesn’t any one have experience, in submitting school leaving certificate rather than affidavits?

My understanding is that in case birth certificate is not available, then you have to submit a certificate of "Non Availability of Birth Certificate" (NABC). This certificate is usually issued by the same offices that issue birth certificates. This NABC will have to be supplemented with a secondary proof such as school record etc.
 
I sent a school leaving certificate and affidavit from relatives and got RFE for birth certificate. You definitely need to send birth certificate or Non Availability certificate.
 
How did u get NABC ?

Did you submit Non availability BC ? How did you get it ? my mom got RFE for BC or NABC...
