Birth Certificate / Non-availability Issue. Very urgent please help

I am in the process of filing 140+485. But I got a serious problem. In my wife case her actual DOB and passport DOB (even all her educational certiifcate) are different. We acquire 2 affidavit for her. But as I understand we need to have non-availability certificate also. Here is the issue

When we approched the municipal corporation (Andhra Pradesh, India). They said its alreday registerd with the actual DOB. SO they can not issue a non-availability cerificate. Rather they issuied the Birht Certificate (Which of no use for us).

What should we do now??? What are the alternate.

Can I got to Indian Embassy here (in my case it will be Chicago), and get a Birth Certificate on the basis of Passport. Will that work?? in future if RFE comes can we give 2 affidavit. Am I making some sense here !!!!

Please help me. Very urgent

{If the Birth certificate issued by the authorities lists the
actual date of birth and it is the same on her School Leaving
certificate, THEN carry 2 affidavits with the same information,
and you should be OK. The Passport will continue to have
the old date of birth. But you can approach the local consulate for making this correction in the passport.

It is understandable that they would not issue a NAC}

Her School Leaving Certifcate also have wrong date (I mean passort is based on School Certificates DOB only). So everywhere its the wrong date. In all her educational certificate. Even Marriage Certificate has wrong date.

I know for green card educational certificate doesn't matter as I am the primary. But in future when she wants to study here or something will that be a issue.

Can we leave date unchanged in Marriage Certicate etc. And have Original Birth Certicicate and 2 affidavit supporting that DOB will do the job. (Please not school leaving certificate is not having actual DOB).

I personally dont think this would be a big issue (not be reason for rejection) for GC process but as a LONG TERM solution plan to rectify the DOB in passport using the following details:

File the DOB change in passport with the consulate that caters to where you live in usa! You have to effect this change some day so might as well do now else incorrect DOB will show on the physical GC and another place to rectify! SO sooner you get this change done the better off you would be!
