I am trying to get a birth certificate non availability document from my local Panchayat office in India. Should this be in a stamp paper? If so, for what amount?

yes, ask your parents to go near court, they find guys who are authorized to do notary. They will do it on stamp papaer only. Go to immihelp.com website, find GC section about sample affadavits for bith.
